Dubai Law No. 26 of 2007 requires the landlord-tenant relationship to be recorded in a written lease that identifies the intended use of the property. Its current veterinary information also points residents to municipal pet services. This is an emirate-level example: a dog living elsewhere in the UAE needs the registration, identification and vaccination procedure of the competent local authority.
Scope: Emirate of Dubai
Limit: Confirm eligibility, documents, vaccination schedule, fees, tag or certificate, renewal and address-update steps directly with Dubai Municipality or the authority for the actual emirate. An import microchip does not complete every local step.
Ask the competent municipality which service applies, then scan the chip and compare it with the passport, vaccine record and keeper details. Complete registration or renewal, save the certificate and record the next due date. Update the file after moving between emirates or changing contact details.
The UAE Government's animal-welfare guidance explains that owners and keepers may not harm an animal or cause it pain or suffering. It also says a dependent animal must not be released and, when an owner intends to relinquish it, the animal must be delivered to the competent administration or authority. These duties apply independently of whether an apartment or community permits the dog.

Dubai Municipality manages public parks and protected areas, but those categories do not share one pet-access answer. Its visitor rules for Dubai protected areas prohibit introducing pets or alien species into the sanctuary. That explicit exclusion shows why a nearby green area cannot be assumed to be a dog route from its map appearance alone; the site category, current signs and manager's conditions must be checked before arrival.

Limit: The protected-area prohibition does not describe every Dubai park, beach, promenade or private development. Verify access, lead and muzzle conditions, cleanup, hours and heat closures with the site manager and signs.
