Apartment life with a dog in Singapore starts with the residence type. HDB flats allow one dog from the approved breed list, while non-HDB premises follow a different AVS limit and any tenancy or strata rules still need to be read. HDB or private-home eligibility and documents

Residence type determines the first dog limit

HDB guidance allows one dog of an approved breed in each HDB flat. AVS currently states that a non-HDB residential premise may keep up to three cats or dogs in total, with no more than one Specified dog, while an HDB flat may keep one non-Specified dog. Those statutory limits do not replace a private tenancy, condominium by-law or management-corporation rule, which must still be checked for the actual apartment.

Microchip, PALS licence and current premises

Every dog needs a licence tied to its microchip and address

AVS states that all dogs must be licensed under the current licensing rules. A first-time applicant must complete the online Pet Ownership Course before applying through the Pet Animal Licensing System, and the application requires the dog's microchip number. PALS also provides procedures to renew the licence and change the premises where the dog is kept, the licensee, sterilisation status or cancellation details.

Scope: Singapore dog licensing through PALS

Limit: Check the licence duration, current fee, sterilisation evidence and any extra Specified dog documents for the individual dog. Update PALS after a move rather than relying on the physical microchip alone.

Treat the microchip, licence and address as one record

Most parks differ from nature exclusions and dog runs

NParks says dogs are permitted in most of its parks and park connectors but lists nature reserves, nature-park networks, trails and parts of the Singapore Botanic Gardens where dogs are not permitted. Dedicated dog runs allow off-leash activity, subject to supervision, cleanup and current safety guidance. A scheduled breed must remain subject to its muzzle requirements, including at a dog run.

Ordinary pet dogs are prohibited on railway premises

Regulation 8 of the Rapid Transit Systems Regulations prohibits a person from bringing an animal onto railway premises or allowing it to remain there. The stated exceptions include a guide dog accompanying a person with a sight or hearing impairment and authorised working dogs. SMRT separately confirms guide-dog access on trains, in stations and on buses. The cited exception does not create routine access for an ordinary pet dog.

Before arrival, the dog must be an allowed breed, permitted at the intended residence, ISO-microchipped and at least twelve weeks old. The process then includes the appropriate health sequence, a PALS dog licence, a time-limited import licence, customs permit, border-inspection appointment, endorsed veterinary certificate and arrival inspection.
