The contract type changes the housing answer

Service-Public states that a tenant may keep one or more pets in a main-home residential rental, furnished or unfurnished, while remaining responsible for damage and abnormal neighbourhood disturbance. A landlord may prohibit a category 1 attack dog when the residential lease says so. Its separate tourist-let pathway allows the owner to prohibit animals.

I-CAD identification, keeper and contact details

Keep the I-CAD link to the keeper current

I-CAD tells dog, cat and ferret keepers to update their name, residential address, telephone number and email when those details change. The service explains that the contact data linked to the identification record enable the keeper to be contacted if the animal is lost, and it provides updates through the online Espace Détenteur.

Scope: I-CAD keeper records

Limit: A chip can be present while keeper details are outdated. Confirm the identification number and record access with I-CAD or a vet. A pet passport and an I-CAD record serve different purposes.

The existing keeper initiates an I-CAD transfer

I-CAD says the registered keeper who gives, sells or places an identified animal for adoption must declare the change of keeper in the national file. Its current guidance provides an online route through the keeper or professional account, after which the new keeper can receive access to the identification card in their name.

Limit: Check that the transfer has actually been submitted and that the identification number matches the dog. Missing documents, a deceased keeper, an unregularised import or a contested transfer can need another I-CAD procedure.

Check the identification record before and after a move

Match the chip or tattoo number to the identification card, confirm who must initiate a keeper transfer and check that it completed. Update the home address, telephone and email after moving. Keep I-CAD access details with the dog's other records and caregiver contacts.

Category 1 and 2 dogs require an early classification check

Service-Public describes specific obligations for category 1 and 2 dogs, including a keeper aptitude certificate, behavioural assessment, civil-liability insurance and a permit issued by the mairie of the keeper's commune. It also describes access and handling restrictions, and states that buying, selling, giving or importing a category 1 dog is prohibited.

Limit: Do not classify a dog from its everyday breed label or appearance alone. Use the official definitions and obtain competent help where status is uncertain. Individual dangerous-dog measures can also apply outside categories 1 and 2.

Local leash rules and the route outside

Paris park access depends on the named space and signs

Paris says leashed pets are allowed in specifically signposted green spaces; in those sites dogs may use the paths but are excluded from lawns and planted beds. The city lists accessible parks and dedicated dog spaces, and separately states that owners must collect dog waste even in green spaces. The list and conditions can change as new sites open.

Limit: This is a Paris example. Check the municipality, the individual park page, entrance signs, opening hours and any dog-specific control measure. Public access does not establish permission in a private courtyard.

Build the toilet plan around the actual gate and path

Walk the full route, check each entrance and sign, and identify the allowed surfaces. Record building doors, lift time, crossings, waste bins and lighting. Choose a permitted backup and share both routes and the required equipment with every caregiver.

RATP, SNCF and every connecting vehicle

RATP conditions change with dog size and service

RATP says small pets travel free across its network in a suitable closed bag, basket or carrier. Larger dogs are accepted free only on the métro and RER, not buses or trams, and must be leashed and muzzled. Assistance and guide dogs have separate identification arrangements, while category 1 and 2 dogs are not admitted on the network.

Scope: RATP network

Limit: Check the latest conditions, dog size, carrier and every mode before relying on a route. RATP's rule does not govern another Paris-area operator, an SNCF train, replacement service or taxi.

SNCF train products have their own dog tickets and equipment

SNCF Connect's current guidance says that on TGV INOUI and INTERCITÉS a small pet must travel in a closed carrier no larger than the stated dimensions, while a dog outside a carrier must remain leashed, muzzled and at the passenger's feet. Both require the relevant pet ticket for each train, and the page directs travellers to separate conditions for OUIGO, TER and international services.

An upper-floor home with stairs or a lift

Time the journey from the apartment door to the permitted toilet area, including shared doors, lift waits and crossings. Check how the dog and caregiver will manage if the usual route is unavailable.

A shared entrance or courtyard

Check the applicable building arrangements before using shared outdoor space. Keep passages clear and create an indoor place for leads, towels and cleaning supplies.

A workday with a caregiver or transport connection

Give the caregiver the building route, local access rules and equipment for each transport leg. Include contacts and an alternative for a closure, disruption or urgent appointment.

Entry documents depend on origin, travel history and purpose

EU guidance covers non-commercial movement within and into the Union. French Customs and the Ministry of Agriculture direct travellers to verify identification, valid rabies vaccination and the required passport or health certificate. For some third-country origins, an approved rabies-antibody test and additional timing apply. The French guidance also distinguishes non-commercial travel from movements that require commercial procedures.
