I'm preparing for a dog
Check the lease and condominium documents, then identify both national and mandatory local records.
English guidance · Brazil · BR
Apartment life with a dog in Brazil depends on the lease, condominium convention and internal rules, together with the dog's effect on safety, hygiene, health and quiet. A national court decision limits how a generic condominium ban should be treated, but it does not remove the need to examine the actual documents or conduct. SinPatinhas provides a voluntary national record, while municipalities can require another registration. São Paulo supplies named RGA, park and Metro examples here. Bringing a dog into Brazil follows a separate MAPA document pathway through the veterinary authority in the country of origin.

Read the housing documents, identify the required records and test the everyday route before relying on a general rule. Illustrative apartment scene.
Start with the decision in front of you. Local-answer links stay on this page; practical methods continue in published ADL guidance or tools.
Check the lease and condominium documents, then identify both national and mandatory local records.
Keep responsible-person details current and recheck the building and outdoor route after changes.
Separate MAPA entry documents from municipal registration and the first apartment routine.
Read the lease, condominium convention and internal rules before treating a court summary as a complete answer.
Federal sources and the Superior Tribunal de Justiça support the national housing and SinPatinhas context, while MAPA covers international entry. The City of São Paulo supplies the local RGA and park examples, and Metrô de São Paulo supplies a transport example under state law. States, municipalities, condominiums and other operators require separate checks. Each fact below keeps the authority’s finding, its scope, ADL’s explanation, and the local check separate.
In REsp 1.783.076-DF, the Superior Tribunal de Justiça held that a generic condominium restriction on keeping animals can be unreasonable where the animal does not present a risk to safety or tranquillity. The decision distinguishes silence in the convention, rules directed at animals that cause disturbance and an unsupported total prohibition. It is case-specific guidance, so the lease, convention, internal rules and actual effects on hygiene, health, safety and quiet still matter.
Scope: Brazilian condominium jurisprudence
Limit: The decision does not automatically invalidate every lease clause or condominium rule and arose from a specific dispute. Obtain qualified Brazilian advice before challenging a notice, fine, restriction or eviction action.
Obtain the lease, convenção and regimento interno, then identify what each provision governs. Walk the entrance, lift, stairs and shared areas, and plan handling, cleanup and noise. Describe the dog accurately, retain written clarification and seek qualified advice if a restriction or complaint is disputed.
The federal SinPatinhas service allows a responsible person to register a dog or cat, issue a digital Animal ID with a QR code and record events such as a change of responsible person. The service is free and voluntary. It can also track microchipping, vaccination and other health procedures, although some entries must be made by a veterinarian. A SinPatinhas record does not by itself replace a registration required by a state or municipality.
Scope: Brazil, SinPatinhas national register
Limit: Keep the responsible-person and contact data current and distinguish self-entered information from veterinary entries. Check the state and municipality for compulsory identification, vaccination, licence, tag or record duties.
The City of São Paulo says every resident dog and cat over three months old must have a Registro Geral do Animal. The application requires responsible-person identification, a current proof of address, the animal's photo and proof of rabies vaccination, and it produces a digital card plus a numbered identification tag that should remain on the collar. This local RGA duty is separate from the voluntary federal SinPatinhas record.
Scope: City of São Paulo
Limit: This is a São Paulo city example, not a Brazilian municipal standard. Confirm the responsible local authority, eligibility, documents, tag, vaccination, transfer and address-update procedure for the actual residence.
Check the municipality first, then list every required record and the evidence attached to it. In São Paulo, complete the RGA and keep its tag on the collar; use SinPatinhas as a separate national record if desired. Update responsible-person, address, vaccination and microchip details in each applicable system after a move or transfer.
São Paulo's Portaria SVMA 79/2023 requires domestic animals in municipal parks managed by SVMA to be conducted with a collar and lead suitable for their size and build. The stated exception is a place designated for that purpose, such as a cachorródromo or parcão. The individual park's entrance signs, excluded spaces, opening hours and current site conditions still determine whether a mapped green space works for the daily route.
Scope: São Paulo municipal parks managed by SVMA
Limit: This is a City of São Paulo park example, not a national rule. Check the manager, signs and local legislation for the actual park, square, conservation area, beach or private condominium space.
Walk the complete route and inspect signs. Record condominium exits, crossings, lead status, the exact dog-area boundary, cleanup points, shade, water, lighting and hours. Keep a permitted on-lead backup and give both routes and the dog's control plan to every caregiver.
Metrô de São Paulo permits a domestic animal weighing no more than ten kilograms when it is inside a suitable, clean transport box and the journey does not compromise passenger comfort, safety or operations. Pet travel is excluded on weekdays from 06:00 to 10:00 and from 16:00 to 19:00, while weekends and holidays are available throughout commercial operation. Guide dogs have a separate all-day exception.
Scope: Metrô de São Paulo under the cited state-law conditions
Limit: Confirm current hours, carrier, weight, guide-dog arrangements and the exact line operator before travel. Buses, CPTM, private hire, intercity services, airlines and replacement transport may use different rules.
Weigh the dog with the practical carrier in mind, check both journey times and identify every operator. Confirm the carrier, accessibility and assistance conditions, practise before travel and keep a pet-accepting taxi or private-hire alternative for urgent care and the return trip.
MAPA states that a dog or cat entering Brazil must be accompanied by a Certificado Veterinário Internacional or an official passport issued or endorsed by the veterinary authority in the country of origin and meeting Brazil's health requirements. The current page links the requirements under Portaria MAPA 741/2024 and the CVI model that became mandatory in September 2025. Arrival documentation is subject to agricultural surveillance at the point of entry.
Scope: Entry of dogs and cats into Brazil
Limit: This is not a complete entry checklist. Verify the current certificate model, issuing or endorsing authority, identification, rabies and parasite requirements, examination window, transport, arrival point and any return-document option before booking.
Download the current MAPA requirement and certificate model, then ask the competent origin authority and veterinarian for a dated sequence. Check identification, rabies, parasite treatment and examination details, retain the endorsed original and connect arrival to local records, housing and the first apartment routine.
A local answer becomes usable only when it fits the route through the actual building. These are the strongest intersections to plan next.
Time the journey through the private unit, common corridor, lift and street door. Check the internal rules and how the dog and caregiver will manage if the usual route is unavailable.
Confirm which areas are private and which are common before planning dog access. Provide secure barriers, shade and supervision, and keep leads, towels and cleaning supplies ready inside.
Give the caregiver the condominium route, local park rules, registration details and transport limits. Include a backup for heat, a closed dog area or an urgent appointment.
Entry documentation is a separate official task from finding and setting up the apartment.

This is source-linked orientation, not individual legal or veterinary advice. A disputed lease or condominium rule, nuisance claim, assistance-dog arrangement, dangerous-dog measure and a particular animal's entry eligibility need their own assessment.
Federal services provide SinPatinhas and MAPA's entry framework, while condominium disputes use legislation and national court guidance. Municipalities can impose separate records and park rules, and transport operators apply state and operator conditions. These sources support a Brazil guide with named São Paulo examples, not one process for every state, municipality, building or journey.
Limit: Verify the state, municipality, condominium, lease and operator for the actual address. This guide does not cover every dangerous-dog measure, assistance arrangement, local sanction or commercial movement.
